Yes, pvc fabric would be fine for making childrens costumes. It isn't as heavy as the vinyl traditionally used in rainjackets, so it won't weigh down the kids as much if you have younger children you are sewing for.

I would note however, that vinyl fabric doesn't breathe that well and you should make sure your kids stay hydrated.
